Understanding Special Education HOUSSE 

Is your district prepared for the upcoming changes to the Special Education Assignment rules, which are proposed to take effect on September 1, 2025? Do you need assistance in determining whether your Special Education teachers meet the current Special Education HOUSSE standards? If so, consider hosting a TASPA Understanding SE HOUSSE Training.
This comprehensive three-hour workshop, led by TASPA staff member Kathy Cervantez, provides an in-depth overview of the Texas Administrative Code (TAC), Chapter 231 Special Education certification requirements, Special Education HOUSSE forms, and the qualifications and options for unqualified special education teachers. Participants will engage in hands-on activities designed to assess a teacher’s eligibility for a special education assignment by completing the necessary HOUSSE forms.
The session will also cover the proposed changes to Chapter 231, Subchapter F, Special Education Assignments, and review the new Texas Content Competency Worksheet for Special Education Teachers of Record. The training will include time for Q&A, and participants are encouraged to bring specific scenarios or questions from their districts for review.

Documentation Basics
Documentation Basics is presented by TASPA Consultant Sharon Fuery.  This three-hour workshop provides basic documentation training based on The Documentation Handbook created by Kemerer & Crain.  It is designed for principals, assistant principals, superintendents, human resources administrators, and other supervisors to help collect and use documentation effectively to improve employee performance or prepare for contract non-renewal.  The workshop is a good review for those who have previously attended a documentation workshop or a great introduction to documentation for new administrators. Participants will receive a copy of The Documentation Handbook by Jennifer Childress & Richard A. James.

    

Personnel Skills For Supervisors of Auxilary Staff

This three-hour training is led by TASPA Consultant Sharon Fuery and is tailored for supervisors of non-exempt staff, including those working in transportation, maintenance, custodial services, instructional aides, cafeteria staff, and central office roles. The session is also highly beneficial for administrators in central office, human resources, and campus-based staff who oversee non-exempt employees.
Workshop Topics:
  • Effective Hiring and Interviewing Skills: Best practices for recruiting the right candidates
  • Personnel Management: Strategies for managing and developing non-exempt staff
  • Conflict Resolution: Techniques for addressing and resolving workplace disputes
  • Supervising a Multi-Generational Workforce: Approaches to managing staff from diverse age groups
  • Appropriate Social Media Usage: Understanding and enforcing social media policies in the workplace
This training provides both new and experienced managers, directors, supervisors, assistant principals, and principals with the latest information on compliance, workplace regulations, and supervision best practices. Participants will gain valuable insights into motivating, developing, and ensuring the success of their non-exempt personnel in line with current standards.

 

Fingerprinting and Do Not Hire Registry Overview

The three-hour workshop in presented by TASPA staff Jeannie Tomasek.

Conducting background checks for new employees, substitutes and contractors is a process that requires constant attention and oversight. This session will review rules and statues governing the fingerprinting process, the TEA upload process, and the importance of reviewing fingerprinting results and maintaining and validating clearinghouse subscriptions with DPS. An overview of the Do Not Hire Registry will also be included.

Maintaining Service Records

The three-hour workshop in presented by TASPA staff Kathy Cervantez.

The Teacher Service Record is the official document used to track years of service in Texas. It's crucial for districts to ensure that the record is accurate and that all service documented has actually been performed. This workshop will provide you with the tools and knowledge needed to:
  • Determine eligibility for creditable service
  • Learn best practices for maintaining service records
  • Accurately complete the FIN-115 form
  • Properly calculate service credit
Hands-On Activities Include:
  • Assessing employee eligibility for service credit
  • Completing the FIN-115 form correctly
  • Calculating service credit with real-life examples

   

Professional Human Capital Leaders in Education Cohort

The Human Capital Leaders in Education (HCLE) standards outline the competencies that leaders in PK-12 education and related organizations need to strategically manage human capital (HC) processes at the organization, department, team, or individual level. The standards define the core HC knowledge domains along with the skills needed to improve talent practices in education.

TASPA is once again happy to partner with Experience Management Institute to offer this professional learning opportunity.  Registration includes two days of in-person learning on December 11-12, 2024 at the The Worthington Renaissance Hotel, followed by self-paced online learning.
