SBEC Committee Mission & Duties

There are two key responsibilities of the SBEC Committee: 1) to inform the Executive Director and TASPA members of pending SBEC initiatives impacting Texas schools, and 2) to represent the TASPA membership before the SBEC and SBOE by providing written or oral testimony as needed, in concert with the TASPA Executive Director and the SBEC Committee Chair.

SBEC Committee Members shall work with the Committee Chair to develop an action plan that will allow for the optimum performance of human resource departments in Texas Public Schools, identifying key issues of concern that can be addressed through SBEC/SBOE. The committee shall meet at times as identified by the Executive Director and as may be recommended by the Committee Chair, and with approval for travel expenses by the TASPA President, or they may conduct their committee work on-line insofar as possible.

SBEC Committee Members shall work with the Committee Chair and the Executive Director to ensure timely and prompt feedback is provided to present at testimony hearings of proposed SBEC changes. These communications may be conducted by online web meetings or by telephone insofar as possible, although travel to Austin to testify in person on key SBEC issues affecting HR may be requested.

The Chair of the SBEC Committee, and ideally all the committee members, need to have strong district support in participating in this committee, as there may be travel requirements to Austin during SBEC/SBOE meetings, depending on the level of concern of issues under review impacting Human Resources in Public Schools.

The Committee shall also review and recommend to the Executive Board, prior to its Annual December meeting, any additions, deletions and revisions addressing the committee's stated purpose and operational procedures.
