TASPA Districts IV, V & VI

District IV (ESCs 7, 8, 10, and 11): Representative Penny Benz Assistant Superintendent for HR, Keller ISD

Frisco ISD will host a Documentation Workshop on October 14 and ESC Region 11 will host a Documentation Workshop on October 28.

Dr. Robert Stewart, executive director of human resources at Denton ISD, was recently named the assistant superintendent for human resources. Dr. Stewart replaces Dr. Richard Valenta, who was named the district’s deputy superintendent of schools in February. Dr. Stewart has been a key member of the Denton Independent School District’s human resources team for the past seven years. He is a current nominee for the National Association of School Personnel Administrator Association’s administrator of the year award after being named the state and regional administrator of the year.  This is his 8th year in Denton ISD after serving in Plano ISD for 10 years.  Dr. Stewart has served 28 years in public school as a teacher, coach , campus, and central administration.  This is his 15th year in Human Resources administration.  Mrs. Gwen Perkins, director of elementary professional staff, has been named the executive director of professional staff. Mrs. Perkins has been with the district’s human resources team for two years after a 17-year career as a campus principal, assistant principal and teacher.

Shane Conklin became Granbury ISD human resources director in July 2015.  In this role, Conklin leads the Human Resources Department serving over 900 district employees and over 200 substitute teachers.  A native of Iowa, Conklin previously served as the Director of Organizational Improvement and Leadership Development in the White Settlement school district, where he had worked since 2013 leading curriculum and instructional programs and professional development – including a leadership program for principals and assistant principals. He was a frequent presenter in the local school district, at the region service center, and also at state and national conferences.  Prior to that, Conklin served as principal for six years in Northwest ISD at Tidwell Middle School and Lakeview Elementary School. He also was a campus principal in Crowley ISD at Poynter Elementary School after serving as assistant principal at North Crowley High School.  Conklin began his educational career in 1999 as a wrestling coach in the Grapevine-Colleyville school district, where he also taught physical education and health. He later moved to Hurst-Euless-Bedford ISD to coach wrestling and teach math and social studies. Conklin moved into school administration in 2003 as an assistant principal in Azle.  Conklin holds a bachelor’s degree from the University of Northern Iowa. He later earned a master’s degree in educational leadership and policy studies from the University of Texas at Arlington. Conklin currently is a candidate for a Doctorate in Educational Leadership with Nova Southeastern University.  He and his wife, Heather, have four sons.

Laura Cano is the new Deputy Chief of Staffing and Retention in Human Resources for Tyler ISD.  She has been with the district four years. She brings to the position experience as a former teacher, assistant principal, principal, and director of Federal Programs.

Chad Teague has recently joined McKinney ISD as the new Director of Human Resources.  He is replacing Deb Beasley and Sandra Barber who were both retired Principals and worked on a part-time basis job sharingHe comes to McKinney from Lewisville as a Human Resources Administrator.  

District V (ESCs 9, 14, 16 and 17):  Representative Sheri Blankenship, Assistant Superintendent for Personnel Services, Hereford ISD

WTASPA and Frenship ISD are hosting a Secretary Training on Thursday October 15, 2015 at Frenship ISD.  WTASPA will meet in Lubbock on Friday October 16, 2015.

ESC Region 16 is hosting a Documentation Workshop on October 26.

Ken Carriere, Executive Director Human Resources and Fine Arts, with Canyon ISD, is retiring in December.  Best wishes to Ken!

District VI (ESCs 15, 18, and 19): Representative Martha Carrasco, Executive Director of Human Resources, Canutillo ISD

Dr. Carl Dethloff is the new Superintendent of San Angelo ISD. Dr. Dethloff has served in San Angelo ISD for the past six years and previously served as the Assistant Superintendent of Human Resources and Staff Development. This is his 23rd year as an educator in Texas public schools.  Prior to coming to San Angelo, Dr. Dethloff served as principal of three different campuses in College Station, garnering such awards as the Texas Business and Education Coalition Honor Roll award and the Texas Monthly Top Performing Schools in Texas award, while leading two campuses to a Texas Education Agency exemplary rating.

Matthew Kimball is the new Assistant Superintendent of Human Resources and Professional Development with San Angelo ISD. Mr. Kimball previously served as Executive Director of Schools and Instructional Technology.
