Dear TASPA members,

Earlier today you should have received the email below from SBEC/TEA staff member Jeannie Tomasek (Jeannie.Tomasek@sbec.state.tx.us ) regarding procedures for complying with the fingerprinting bill, SB 09.  If you did NOT receive the email copied below, please add Jeannie's email above to your white-list, and check your SPAM box in case it was sent there in error.

Note that the email has specific time-sensitive actions you need to take:

  1. Please email the name, phone number and email address of your SB 09 ISD communications designee to SB9@tea.state.tx.us as soon as possible.

  2. If you have not yet completed an updated user agreement, requesting access to upload or view fingerprint information, NOW is the time to complete this form and fax it in.  Please FAX this completed form to: SBEC Online Access at (512) 936-8298.

SBEC has also requested that we post the past email correspondence to ISDs regarding SB 09 on our website to increase visibility of the information:

  1. October 5th 2007 letter regarding SB 09 process. This letter includes a general explanation of the process, and explains key actions that ISDs must take to be able to have access to and upload information to the SBEC system.
  2. Access form, to be completed for the designated individual to access SBEC-Online for SB 09 matters.
  3. November 16 letter, which explains the fingerprinting process for non-certified employees offered employment after January 1, 2008
  4. the EXCEL template to be used to upload information once you have sent in your access form.  You will be able to start uploading information after January 2, 2008, but need to submit your Access form ASAP.
  5. IBT message (word document) stating that "because the criminal history review fees for non-certified employees must be distributed to several different agencies, they must be processed through Texas Online's ePay system, and that system requires that payments be made with a credit card at the time of scheduling."  The notice includes a recommended process whereby an ISD can pay for these using a credit card.
  6. December 17 Notification of a Media briefing on SB 09 scheduled for THIS Wednesday, December 19 at 10 AM at TEA.  TASPA media representative Glenn Greenwood will be attending and report  back on the event.
  7. Parking map for those attending the media event.

REMINDER

 Fingerprinting Procedures for Non-Certified Employees under Senate Bill 9

  • The fingerprinting process and criminal history information reviews for non-certified new hires begins effective January 1, 2008.  Each district will be responsible for submitting the required information to the TEA for any non-certified new hires employed on or after January 1, 2008.  Since January 1, 2008 is a holiday, SBEC Online will be available to begin uploads of employee information on January 2, 2007.
  • If you have not yet designated a contact person for your district, please designate a contact person to correspond with us for all matters related to the implementation of SB 9. Please email the name, phone number and email address of your designee to SB9@tea.state.tx.us as soon as possible.

 

  • The attached user agreement, which is to be printed, filled out and faxed, must be completed for each school district employee authorized to access SBEC Online to update or view fingerprinting information related to SB 9. If you have not yet completed an updated user agreement, requesting access to upload or view fingerprint information, NOW is the time to complete this form and fax it in.

 

  • We will begin the process of granting security access for each user that has submitted a completed access form very soon, and you will receive an email confirmation when your access has been granted. However, you will not be able to begin uploading information for non-certified employees to SBEC Online until January 2, 2007.
