| All TASPA committees
meet at a minimum twice per year: at the TASPA Annual Summer
Conference and at the TASPA/TAEE Joint Annual Winter Conference.
Each committee is comprised of a chair or two co-chairs, a Board
Liaison, and committee members. It is the responsibility of the
Committee chair or co-chairs to keep the Board Liaison informed
of the progress of the committee, and it is the duty of the
Board Liaison to inform the Committee chair of any specific assignments
or tasks for the committee to address, as requested by the TASPA
Executive Board. For details on the specific mission, duties,

| At the district

Legislative
Committee Mission, Duties, and time/travel expectations
The TASPA President-Elect shall be the Board
Liaison to the Legislative Committee. There
are two key responsibilities of the Legislative
Committee: 1) to inform the Executive Director
and TASPA members of pending legislative initiatives
impacting Texas schools, and 2) to represent
the TASPA membership before the legislature
by providing written or oral testimony as needed,
in concert with the TASPA Executive Director
and the Legislative Committee Chair.
In years when the Texas Legislature
is not in session, Legislative Committee Members
shall work with the Committee Chair to develop
a legislative action plan that will allow for
the optimum performance of human resource departments
in Texas Public Schools, identifying key issues
of concern that can be addressed legislatively.
In addition to the committee meetings at the
Annual Summer and Winter Conferences, the committee
may meet at additional times as recommended
by the Committee Chair, and with approval for
travel expenses by the TASPA President, or they
may conduct their committee work on-line insofar
as possible.
In years when the Texas Legislature
is in session, Legislative Committee Members
shall work with the Committee Chair and the
Executive Director to ensure timely and prompt
feedback is provided to present at testimony
hearings of specific bills affecting human resources
in public schools. These communications may
be conducted on-line or by telephone insofar
as possible, although travel to Austin to testify
in person on key HR bills can be expected.
The Chair of the Legislative
Committee, and ideally all the committee members,
need to have strong district support in participating
in this committee, as travel requirements to
Austin from January to June can be high depending
on the level of concern of bills impacting Human
resources in Public Schools.
The Committee shall also review
and recommend to the Executive Board, prior
to its Annual December meeting, any additions,
deletions and revisions addressing the committee's
stated purpose and operational procedures.

Membership
Committee Mission, Duties, and time/travel expectations
The Second Vice-President shall be the Board
Liaison to the Membership Committee. The mission
of the membership committee shall be to increase
TASPA membership and to monitor if the services
TASPA provides meet the needs of the membership.
The committee shall propose to the Executive
Board and Executive Director suggestions for
increasing membership or adding/revising member
services offered. The committee shall work in
concert with the District Representatives to
develop a network of contacts in each TASPA
region, both to expand the membership base and
monitor the adequacy of TASPA services provided.
The District Representative shall have primary
responsibility for the development of the network
of contacts within their respective region.
The Executive Director shall provide to the
committee by late January a list of school districts
under-represented or not represented in the
membership. Then this network shall be used
to insure that a current TASPA member personally
contacts the Human Resource contact or contacts
in a district to encourage membership activation.
In addition to the committee
meetings at the Annual Summer and Winter Conferences,
the committee may meet at additional times as
recommended by the Committee Chair, and with

Nominations
Committee
The TASPA President-Elect shall be the Board
Liaison to the Nominations Committee. The committee
shall solicit nominations for TASPA Secretary,
for TASPA District Representative for any district
for which the current three-year term is expiring,
and for any other Executive Board vacancies
that may have occurred from a board member retiring,
change of job role, or other circumstances for
which a Board member may have needed to terminate
Board member duties.
At the Annual Winter Conference the committee
shall review all nominations received and make
recommendations to the TASPA Membership at the
Annual Business Meeting, Held during the Annual
Winter Conference, for each vacancy to be filled
on the TASPA Executive Board.
In addition to the committee
meeting at the Annual Winter Conference, no
other travel commitments are required. The committee
may meet at additional times as recommended
by the Committee Chair, and with approval for
travel expenses by the TASPA President, or they
may conduct their committee work on-line insofar
as possible.
The Committee shall also review

Scholarship
Committee Mission, Duties, and time/travel expectations
The Immediate Past--President shall be Board Liaison
and Chair of the Scholarship Committee. Since
the 1989-1990 school year, the Texas Association
of School Personnel Administrators (TASPA) has
awarded a scholarship to assist college students
seeking their initial teaching certification and/or
endorsement. A minimum of one $2000 scholarship
is awarded each year, and the charge of the Scholarship
Committee is to select one to three candidates
as recipients for the award, depending on the
amount of scholarship funds available. Once scholarship
applications are received in the TASPA Office
in the third week of June, the Executive Director
works in concert with the Committee Chair to ensure
all committee members receive the application
form and supporting documentation for each candidate,
as well as score sheets and tally sheets developed
by TASPA to evaluate the merit of each candidate.
It is the responsibility of each committee member
to evaluate and score each application prior to
the TASPA Summer Conference, and to attend the
Committee meeting at the conference in order to
determine the awardees. If a significant number
of Committee members cannot be present at the
summer conference, the Committee Chair shall work
with each committee member in securing their final
rankings and points in order to determine the
award(s). No other time or travel commitments
are required. The Committee may opt to meet at
the December Conference as well, along with a
TAEE representative, to review the requirements
and format of the applications for the coming
school year. The Committee shall also review and
recommend to the Executive Board, prior to its
Annual December meeting, any additions, deletions
and revisions addressing the committee's stated
purpose and operational procedures. |
